Presidential system of government seems better option but in that case we do not require a Prime Minister. The President who will be directly selected by general public (or their local representatives) will lead a team of ministers or advisors to run the affairs of country. Also, provinces should get as much autonomy as possible and federal capital should stop meddling in their affairs.
